Hubert Burge was born in Meerut in India in 1862. He was educated at Bedford School in Marlborough and University College Oxford. After a spell of teaching at Wellington College and a year as Headmaster of Repton, he became Headmaster of Winchester where he was to remain for ten years. He later became Bishop of Oxford and Chancellor of the Most Notable Order of the Garter.
